Network of Technology Access Centres launched to support business innovation

This past summer, the group of Technology Access Centres across the country put together a proposal to create a Technology Access Centres | Centres d'accès à la Technologie (TACCAT) Network. The TACCAT Network as it is presently called is funded jointly by NSERC and the TACs/CATs themselves.

The TACCAT Network is comprised of college, polytechnic and institute applied research offices that serve the research and innovation needs of a specific regional economic cluster representing 9 technology sectors: advanced manufacturing, agriculture, construction technology, digital media and graphic communications, environmental technology/biotechnology, food technology, healthcare technology, nanotechnology and transportation (see our Members for more information). TACCATs serve vital industrial sectors across the country, responding to industry applied research needs through innovation support services delivered by college faculty, staff and students.

Here is a brief description of the goals of the Network:

In 2013, as part of its College and Community Innovation (CCI) Program, NSERC launched its first Technology Access Centre (TAC) applied research funding competition, with the intent of enhancing the ability of companies, particularly small- and medium-sized enterprises (SMEs), to become more productive and innovative by providing ready access to polytechnic, college and institute specialized expertise, technology and equipment. Funding supports core operations for five years and is renewable. The TAC concept is based on the successful Centre collégial de transfert de technologie (CCTT) model developed over the past few decades by the Government of Québec.

The proposed network approach will enable Canadian colleges, institutes and polytechnics to take a leadership role in supporting economic development in Canada across the spectrum of natural and social sciences, engineering, humanities and health disciplines. 

The 25 TACCATs, which have been meeting regularly since 2013 to share best practices regarding establishing and operating this type of applied research centre, have recognized common challenges in driving industry innovation that will be aided through harmonious and standardized approaches to college applied research. The creation of a formal, national TACCAT Network (TN) is seen as the most effective way to harmonize and promote college applied research through the TACCATs. This will help ensure that industry partners, college stakeholders, and government funders have a shared understanding of the value of TACCATs as representative of college applied research and their collective value to enhancing Canadian economic development. All 14 TACs and 10 of 11 CATs are participating in the creation of the TACCAT Network, providing cash and in kind support over two years as part of the collective commitment to supporting college and institute applied research in Canada.

Budget 2015 support Business Innovation

Yesterday's federal budget contains some significant advances for the R&D capacity of the country. More specifically, Budget 2015 is one that promotes business innovation, something that has long been lacking in Canada. By business innovation we can include a host of measures, from promoting industry-academic partnerships for R&D right through to skills development and labour market information.

Budget 2015 R&D funding will further support research in our universities, colleges and polytechnics. The granting councils have been given modest increases focused on enhancing R&D from basic to applied research right through to experimental development. This includes $1.33B over six years for the CFI, $15M to NSERC - $5M of which will increase the College and Community Innovation Program (CCIP) starting in 2016-17, and $7M to SSHRC to increase partnerships between the public and private sector. As the budget notes Canada is at the top of the G7 in Higher Education R&D (HERD) spending (see page 93). Promoting greater capacity to engage in public-private R&D partnerships (P3RD) will help Canada leverage our world-leading basic research capacity and our polytechnic and college applied research strengths in support of experimental development and business innovation.

Most significant is the introduction of a key recommendation of the Jenkins Panel - a consolidation of industry facing R&D programs. This is a very positive move that will enable the full exercising of the public R&D system (universities, colleges and polytechnics) and orient these to industry partnerships when and where applicable. As I noted in my last post this was raised by industry participants in the NSERC Strategy Town Hall George Brown College hosted last week. The effort by NSERC is to align with the NRC's Concierge service, a nascent effort by the NRC to provide a portal into the secondary R&D supports. The Concierge service is right-headed, but adding NSERC to the mix will enable it to better serve the needs of industry by matching need to specific innovation support offered by universities, polytechnics and colleges. NSERC is well positioned to access the public R&D system.

The real value here is in the sector-agnostic approach to linking industry to innovation ecosystem supports:"While maintaining existing support for research activities at colleges and universities, this integration of similar programming will offer companies a single window through which they can undertake research collaborations with a university, a college, or both depending on project needs" (111). I would submit that this is one of the more forward-thinking initiatives to come to the R&D sector, in that we are finally moving forward on providing a seamless bridge for public-private R&D support, free of the angst of funding direction (as in: who gets the money - universities or colleges). This is positive evolution.

There are other elements of the budget that are of significance - new labour market information (much needed in Canada) through to programs that will focus on "'soft' skills, such as the ability to communicate clearly, think strategically and work in teams" (149). This is the essence of innovation literacy, and promoting Blue Seal certification for example (a key recommendation from Polytechnics Canada), as well as youth employment, aboriginal employment and entrepreneurship and support for persons with disabilities will help ensure Canada has the right skills - including STEM skills - that a modern innovation economy requires. We can add to this experiential learning - a core facet of George Brown College's Strategy 2020 - as key to ensuring graduates of post secondary education have the skills employers need. Here we have another very positive development that acknowledges the specific strengths of the college and polytechnic sector.
Economic Action Plan 2015 proposes to provide a one-time investment of $65 million over four years, starting in 2016–17, to business and industry associations to support partnerships between employers and willing educational institutions. Through these partnerships, groups of employers and industry organizations will work with willing post-secondary institutions to develop curricula and programs that are aligned with the specific skills needs of the labour market.
It is worth noting that the Ontario Colleges of Applied Arts and Technology Act, 2002, compels Colleges in Ontario "to offer a comprehensive program of career-oriented, post-secondary education and training to assist individuals in finding and keeping employment, to meet the needs of employers and the changing work environment and to support the economic and social development of their local and diverse communities." Colleges are specifically set up to serve the labour market needs with our educational programming, and this applies to our focus on applied research. Budget 2015 supports the further refinement and development of how best our educational systems can respond to labour market needs for skills development and the orientation of R&D capacity - for technology transfer out of our leading basic research institutions and firm-friendly conduits into the applied research capacity. Canada is on the cusp of becoming world class in our orientation to the innovation economy.

One highlight is the funding of the Canadian Centre for Aging and Brain Health Innovation (CC-ABHI), which is led by Baycrest Hospital, and includes a host of private and public sector partners working together to create "a national hub and network dedicated to the development, validation, commercialization, dissemination and adoption of brain health and seniors care products and services." George Brown College is very pleased to be a founding academic partner in CC-ABHI. Our Advanced Prototyping Lab will be supporting product development, in addition to clinical simulation and testing.

Notes on the NSERC Strategy Consultation

As most in the research community will know the new NSERC President Dr Mario Pinto has launched a consultation process for their new 2020 Strategy. George Brown College hosted a consultation Town Hall for Dr Pinto last week as part of the 20290 Strategy. Dr Pinto was called away at the last moment to attend an event with the Prime Minister, so Bert van den Berg, Director, Colleges, Commercialization & Portfolio Planning at NSERC stepped in to lead the discussion. About 40 attendees convened at our waterfront campus to learn about the NSERC vision and to provide input and comments on shaping this direction. It was a productive discussion from a diverse audience comprised of college, polytechnic and university researches and administrators, as well as many industry partners.

The NSERC 2020 Strategy has this as its goal:


The result is a well-positioned vision for NSERC in 2020 “to be a global leader in strengthening the discovery-innovation continuum for the societal and economic benefit of Canada.”
Our vision is founded on people, the lifeblood of discovery and innovation, and on achieving four strategic goals:
  1. Fostering a science culture in Canada.
  2. Building a diversified and competitive research base through discovery research.
  3. Strengthening the discovery-innovation continuum.
  4. Going global.
Discussion at the Town Hall focused on what this means to firms, as well as college and university researchers who are enablers of this vision. For college and polytechnic applied research, we are focused on the third point of "Strengthening the discovery-innovation continuum," given our focus on innovation. Industry representatives at the Town Hall spoke about the need for NSERC to provide an easy and accessible route for firms to tap into the basic and applied research capacity in Canada - much like the NRC's Concierge service, which van den Berg noted is a key partnership component for all in the research and innovation space. Another question related to the goal of "Going global" focused on the need to support stronger investment, including aiding discoveries to get into the marketplace internationally, as well as firms selling to international markets.

On the notion of getting discoveries to market, Canada has a real challenge here. With leading G8 per capita R&D spending in the public sector but lagging industry R&D spending (the HERD|BERD imbalance), we need to do more to increase academic R&D productivity. As successive expert panels have determined, our rate of return on academic discoveries is poor. We have world leading basic/discovery research labs, yet the worst record in the world for realizing the value of IP generated here in Canada. Part of this involves changing academic culture - orienting tenure and promotion discussions away from publishing first toward a patenting first commercializing second route, and enabling university professors to count this activity as part of the T&P discussion. This happens to some extent now, but until we staunch the flow of ideas flowing out of our porous borders and start protecting and generating value from Canadian IP we will continue to be an exporter of raw materials (ideas) for the rest of the world to commercialize and sell back to us. The latest federal Science, Technology and Innovation Strategy provides good context for all of us involved in the R&D and innovation chain in Canada. It is worth repeating what I wrote then:

There is much to be celebrated about Canada’s world leading basic research. We need more focus on translating this research into practical application for social and economic good. Our negative balance in IP – one of the worst records in the world – should be alarming to any Canadian. Successive expert panels have all said we have a systematic failure in this country to capitalize on the excellent basic research capacity we possess in our world leading research institutions. This failure is two-fold: we do not commercialize inventions effectively, nor does our industry invest in R&D and innovation, thereby offering a poor receptor to the outputs of academic research.

Well-funded basic research is necessary, but not sufficient for a functioning innovation economy. Countries like Canada, with our economy so dependent on resource extraction industries, need to start adding value to the raw resources we extract so we are less dependent on things like the price of oil. Basic research with little or no focus on application or commercialization becomes just one more example of how Canada exports raw commodities (ideas) without adding value (commercialization of these ideas). We can no longer afford this.  

The new NSERC 2020 Strategy offers all of us - researchers and administrators from both basic and applied research institutions - an opportunity to provide input as to how to achieve a healthy balance between the necessary components of a well functioning R&D system. I would add to this the requisite industry contribution - experimental development - which often gets overlooked in the (at times overly partisan) discussion about research funding in Canada. My challenge to the research community is to use this opportunity to provide input to NSERC, and to promote collaborative efforts, not to swing like simians from one branch of the tree, but rather to understand that the tree is part of a forest. Let's evolve our thinking, on R&D, innovation, and supply and demand for a world leading economy.

CICan releases annual report on applied research

Colleges and Institutes Canada (CICan) has released the updated compendium on applied research, offering an in depth look at the state of applied research in colleges, polytechnics and institutes across Canada. Accelerating Business and Community Innovation is the 2013-14 environmental scan, an annual report CICan produces showcasing the strengths of the college applied research collective effort.  This is a great overview of what has been built over the past decade or so since the original CCIP pilot and the formal introduction of college applied research funding in the 2007 Science and Technology Strategy. Of particular note is that the private sector is nearly matching the grant funding colleges receives $78M to $85M per annum respectively, a healthy sign of a robust innovation system working well at enabling the innovation economy. That there is a slight difference is to be expected, since some funding to colleges, for example that from CFI, goes to infrastructure for which no direct industry match is required.

CICan is convening their annual applied research symposium as part of the annual conference this year, another sign of integration that equates to applied research being integral to college, polytechnic and institute operations. At the 2013 symposium, NSERC's Bert van den Berg and I convened a discussion on "Developments for Performance measurement in applied research and technology development," in which we outlined a need for measuring college applied research along two lines:
  • capacity: the capability of the institution and its units to work with clients on applied research and technology development; and   
  • contribution: the performance of applied research and technology development with clients and the downstream effect on social and economic productivity.
With the latest report, CICan has shown that there is a strong capacity to deliver applied research and innovation services to industry and community partners that makes significant contribution to social and economic productivity in many parts of Canada.

Applied Research Funding Announcements Showcase George Brown College's Green Building Capacity

The Honourable Ed Holder, Minister of State for Science and Technology was at Mohawk College today to announce the latest rounds of awards in the Tri-Council College and Community Innovation Program and the CFI College Industry Innovation Fund. George Brown College was awarded three awards, including a joint NSERC/CFI Innovation Enhancement Grant in Building Information Modeling and an Industrial Research Chairs for Colleges Grant in Smart Connected Buildings: Intelligent Building Automation Systems.

These awards build on the history of work we have done supporting industries in the green construction areas, leveraging our FedDev funded Green Building Centre. This is a real success story for the CCI Program, in that we have built a successful applied research capacity in the green construction industries over the past several years. This has supported work with many industry partners who have gotten new products and services to market while teaching our students innovation literacy.

The CCI Program and the CFI funding is building college and polytechnic applied research capacity across the country in many important sectors of the economy. As outlined in the federal government's Science, Technology and Innovation Strategy these are important components of the innovation ecosystem in Canada.

Franchising college applied research, and other notes from the ACCC Applied Research Symposium 2013

The ACCC Applied Research Symposium 2013 convened these past two days and featured some great presentations and discussion about the evolution of college applied research. The Honourable Gary Goodyear, Minister of State for Science and Technology, opened the conference by observing that this is an important time for colleges. Our applied research, conducted in concert with industry, is part of a rebalancing of the entire spectrum of research, from basic to applied, that Canada must undertake to be competitive in the global economy. The federal government has allocated funds to support business innovation - including the announcement of CFI funding, of which GBC Research is a recipient. Minister Goodyear noted that we are first in the G7 and fourth in the OECD for HERD, but 16th for BERD; Canada's colleges are key to increasing business R&D; "Canada can do better," he said. Coordination with the provinces is key, the minister added, as his department works to implement recommendations from the Jenkins Panel, including the NRC-IRAP Concierge service.

The concierge service will be an important new element in the Canadian innovation system. It will feature warm handoffs between IRAP field agents and approved service providers. Along with the new "credit note" innovation voucher system announced in Budget 2013, it will provide key, industry facing tools for increasing innovation in the country.

Seneca College president David Agnew addressed the audience and reminded us to look beyond the immediate and to forge a future in collaboration with other actors in the post secondary systems in which we work. This was a good start to two days of discussions around how best to continue the evolution of a leading applied research ecosystem present throughout the country. There was good movement at the symposium on creating a more cohesive national network of college applied research, which will fit well within the new emergent structures designed to get industry increasing their R&D. For the other facet of a warm handoff is a soft landing into new markets across the country. Many presenters focused on outcomes and measurement, as these are key challenges for the system as we continue to build a network of professional client service organisations specializing in linking industry to innovation supports while giving students crucial innovation literacy skills.

Bert van den Berg of NSERC and I closed the conference with a presentation on "Developments for Performance measurement in applied research and technology development," picking up on themes raised regarding outcomes and measurement. I've copied some notes from our presentation deck below (full deck to be available on the ACCC site soon). Our discussion focused on promoting a college applied research franchise that encourages and measures capacity: the capability of the institution and its units to work with clients on applied research and technology development; and contribution: the performance of applied research and technology development with clients and the downstream effect on social and economic productivity.  Key context here is the CCA Expert Panel Report on the State of S&T, 2012, of which I was a member, which found that while there is much activity going on in colleges conducting applied research, there is a need for a more coordinated approach to outcomes measurement of this activity:
Most of these other sources of data on applied R&D activity in Canada’s higher education sector and public research organizations are not broken down by the field or type of research. As well, in many cases, data are available only for specific institutions, sectors, or regions, and are not available consistently across the country. As a result, while general statistics of this kind may illuminate certain facts about Canada’s applied R&D strengths in specific institutional settings, their piecemeal nature precludes a systematic identification of Canada’s research and technology strengths. The Panel thus concludes that there remains a need for more systematic and detailed data collection of metrics related to applied research and technology development activity in Canada. (p 114-5)
Achieving and so measuring capacity and consistency via the definition of a college applied research "franchise" or "certification" would give (prospective) clients confidence with regard to perceived issues about working with colleges, such as:
  • access to foreground IP 
  • protection of company background IP 
  • who works with institution staff to ensure projects are executed 
  • the processes, protocols and parameters for AR&TD performance 
  • training of students with regards to IP, good lab practice ...
Franchising parts of college applied research and technology development will help us to define dimensions along which to measure capability at the institutional and intra-institutional level, define how this can be measured in a credible fashion (i.e., avoid self measurement), and may involve looking to ISO standards (or some such system) for measures that align with process capability for R&D.

The development of a common look and feel, commensurate with developing the brand of college industry applied research, is required in order to balance the needs of individual colleges to have a singular identity with showcasing the brand of college applied research. In this sense, look can be thought of as local, and feel as federal. A college's unique visual identity is matched to the ways in which an applied research franchise feels, or operates, in terms of policies, procedures, etc.

This is the signal opportunity that the Symposium has articulated, with the many good discussions on outcomes, metrics, and networks. The conference benefited greatly from the participation of the Quebec CCTT's, who operate now as a kind of franchise, and who collect good metrics (and have for the last decade or so) on outcomes and effectiveness.

The symposium closed with a keynote address by the Globe and Mail's Jeffrey Simpson, who extolled the virtues of the college system as key vocational education and training institutions that contribute greatly to Canada;s productivity. He warned the audience against trying to be something we are not, namely universities who conduct basic research. Referring to Germany as an example of a country with a long and proud history of celebrating vocational and skills education that coincides with basic research and university excellence (German, incidentally, has the lowest university attainment rate of the EU, yet the most productive economy and with lots of basic research excellence). This was a good reminder for the colleges, institutes and polytechnics to focus in our strengths and to work with universities in a collaborative and cohesive fashion.

The 2013 Applied Research Symposium marks another key milestone in the evolution of college applied research in Canada. I am heartened by the collaborative spirit fostered by the ACCC at the symposium as we work to co-create a national applied research and innovation system that promotes industry innovation linked tightly to producing graduates who will increase Canada's productivity and innovation.

Budget 2013: A glass half full

Budget 2013 is an austerity budget, but one that contains some very positive news for colleges and polytechnics. Read our press release: George Brown College ready to deliver on federal budget initiatives aimed at bridging skills mismatch.

Several key recommendations from Polytechnics Canada were contained in the budget, including an increase to the College and Community Innovation Program funding, the inclusion of college undergraduate students in the NSERC Industrial Undergraduate Student Research Awards program, apprenticeship requirements for federal procurement, and the industry innovation vouchers pilot program as part of IRAP (“credit notes to help pay for research, technology and business development services at universities, colleges and other non-profit research institutions of their choice”). Funds for the Canada Foundation for Innovation for research infrastructure and a renewal of FEDDEV Ontario are good news items - George Brown College is building the Green Building Centre, a business accelerator and entrepreneurship centre for green construction and smart buildings, with support from FEDDEV. Part of the funding to FEDDEV will go to the new Advanced Manufacturing Fund, which represents strong potential for retooling the manufacturing industries, for example via the potential for disruptive change with new technologies like 3D printing.

A big part of the budget is the focus on skills and the new Canada Jobs Fund. A potentially contentious issue as it means renegotiating the Labour Market Agreements, the Canada Job Fund will require industry and the provinces to co-invest in skills training. It is well known that Canadian industry does not invest in skills training as much as it should. As reported in the Globe and Mail, Don Drummond and Ontario Finance Minister Charles Sousa are optimistic about the new program.

More analysis is needed, of course, and not everyone is happy with yesterday's budget, but the bottom line here for applied research and skills training is that we are seeing an emphasis on instrumentality and industry: directing education and research toward specific aims of increasing industry engagement and investment. These are essential to improving productivity and innovation in the country.

The focus on skills and innovation is a positive theme, and with the incremental increases to applied research funding we have strong potential for increasing the kinds of experiential learning and innovation skills acquisition that is a hallmark of George Brown College and polytechnic education. The federal government has given educational institutions, industry and individuals tools with which to increase innovation and productivity. It is up to us to pick up those tools and build a better future.

Canadian Construction Innovations established to support industry R&D

The Canadian Construction Association (CCA) has established Canadian Construction Innovations, a new research institute to promote innovation in the construction industry. The CCA's priorities include Labour supply and training; Infrastructure investment; Awareness of environmental issues; Public-private partnerships (P3s); Increased competition from global/foreign firms; and New technology. Earlier this year George Brown College hosted Minister of State for Science and Technology the Honourable Gary Goodyear for the announcement of our Green Homes initiative, as recently funded by NSERC and the Canada Foundation for Innovation and the Ontario Ministry of Economic Development and Innovation. As outlined in our proposal and subsequent press release, the Green Homes initiative provides an industry-focused applied research and innovation program tightly integrated with the training of highly qualified and skilled personnel in areas such as advanced construction systems, green energy integration and computer-enabled, efficient residential buildings. The project will provide private sector partners and George Brown College students enrolled in the Centre for Construction and Engineering Technologies (CCET) programs increased opportunities to pursue applied research projects, resulting in regional economic development and workplace-readiness for students. 

The Green Homes applied research initiative is highly aligned with the CCA's Canadian Construction Innovations, and we applaud and welcome the establishment of this organization. George Brown College look forward to learning more as it develops, and in working with the CCA to support innovation in the construction industries.

Our focus is on speed to market and engaging our students in industry innovation.

Polytechnic Education Works: Talent and Innovation for Employers

The Annual Polytechnics Canada conference concluded yesterday at Sheridan college, featuring the generation of good discussion and ideas around the conference theme Polytechnic Education Works: Talent and Innovation for Employers.

Ian Shugart, Deputy Minister of Human Resources and Skills Development Canada spoke about the need for the sharing of labour market information, and outlined HRSDC's plans for an "open government" approach to collecting and collating information on the labour market. This is a good move, and one that will enable all in the post secondary system to work together to gather relevant data on how best to respond to emerging trends. I look forward to learning more about this, and to participating. A real highlight was the panel discussion “Manufacturing Innovation & Talent: Are we going to make it?”moderated by Bert Van den Berg, Director-Knowledge and Technology Transfer, Natural Sciences and Engineering Research Council of Canada. It featured Rob Atkinson, Information Technology and Innovation Foundation, Washington DC and Jayson Myers, Canadian Manufacturers and Exporters. Atkinson in particular offered some excellent insights on the differences between a science-based and engineering-based innovation culture - the former being a hallmark of the united States, and the latter of Germany. Saying that "Canada is neither the US nor Germany," Atkinson spoke about how over-investment in basic research puts a country at risk because knowledge (in the form of workers) is portable. What is needed is more investment in talent and the capacity to engage in applied research and development in higher technology (as opposed to medium or lower technology) manufacturing. The focus on short term profits has put our productivity in peril, as this is counter to investment in work force training (a major theme of the conference) and more attention to higher order manufacturing. 

The key here is a balance that is needed between basic and applied research, and science and engineering. To this we would include the people-centred innovation skills required for a fully functioning innovation economy. The discussion yesterday drew attention to this necessary combination of skills. 

My last post referred to the Economist's take on the Third Industrial Revolution, and the Globe has picked this up today as well. Elsewhere I've spoken about the need to be a price setter, not a price taker, which NSERC's van den Berg amplified during the session. The bottom line for polytechnics in Canada is that we fill a necessary void in providing both labour market support in our education and training programs, as well as innovation and applied research support to help firms be more productive. 

Another highlight of the day was the closing address by The Honourable Gary Goodyear,Minister of State for Science and Technology and Minister responsible for Federal Economic Development Agency for Southern Ontario. Minister Goodyear spoke about how "Collaboration between government, applied researchers and the private sector is vital to building an innovative economy," said Minister Goodyear. "The College and Community Innovation Program supports research collaborations between companies and colleges. It illustrates the importance our government places on creating the conditions for innovation and entrepreneurship to thrive in this country."   • The Green Homes initiative, based in our Centre for Construction and Engineering Technologies, which focuses on novel building retrofit materials and methods and "Smart" building automation, sensor and control system technology development; and
  • The George Brown College Food Innovation Research Studio (FIRST), which is one of the country`s first Technology Access Centres.
Congratulations to all the winners, and in particular to the George Brown College recipients. These are all examples of how polytechnic education works, for Canadian innovation and productivity.

Innovation 2012: Tipping Point or Tilting at Windmills?

It's fitting to end the year with a rumination on innovation and a look to the year ahead. Yesterday I was on BNN's The Close talking with Michael Hainsworth on Innovation in Canada. In the discussion I said that 2012 will be a tipping point for innovation in Canada, largely because it has to be. With the Euro-zone crisis and our own debt to GDP ratio, now is the time for Canada to up its game with respect to adding value to raw resources (rather than simple extraction) and to create innovative products that command price premiums, rather than be a low cost manufacturer. This is about culture change, and fostering business innovation and an innovation mindset as a hedge on the future.

I've written often about productivity, and my comments on the Close yesterday benefited from discussions with Bert van den Berg, Director of NSERC's Knowledge and Technology Transfer and the CCI Program. Creating innovative products means being a "price setter" - being able to charge more for items instead of  simply trying to wring out more value from specific units of labour. Doing so will enable us to connect our world-leading basic R&D system to the needs of the market - be these defined or undefined. Market- or user-driven innovation is key to enabling businesses to compete in global markets. Central to this is the point made by the Council of Canadian Academies' 2009 report on business innovation, Innovation and Business Strategy: Why Canada Falls Short. In this report, the expert panel outlines the need for businesses to have innovation as a core business strategy. This points to two challenges for Canada: increased focus by our business sector on high-value market opportunities, and increased focus by public actors on supporting businesses focused on value-add opportunities.

Companies are handsomely rewarded for successful innovations, while not innovating can be a short road to extinction. Innovation implies a risk - companies are doing something others cannot or have not done. Better enabling our world-leading basic R&D system to support market innovation increases the potential for Canadian success. For Canada, being more innovation-focused is about changing business culture - fostering, supporting and recognizing the innovation mindset which we need for future success, and about increasing public R&D support for business innovation.

An example of a business that does employ innovation as their core strategy is GBC Research partner Infonaut.  Infonaut is addressing the need for innovation in healthcare (through the application of innovative technology) while addressing a "must solve" problem - hospital acquired infections - the fourth leading cause of death in North America. Their product, Hospital Watch Live, is currently being installed in the Transplant Ward of the UHN's Toronto General Hospital. This is an example of an innovation-focused company who has successfully commercialized technology as enabled through a partnership with college faculty and students.GBC Research has partnered with Infonaut over the past several years, enabled by NSERC CCIP funding, that explicitly supports business innovation and our capacity to put students to work with Canadian companies like Infonaut.

College applied research connects supply and demand in the innovation economy in two ways: we work with industry partners on applied research to help bridge capacity gaps and get products to market. We do this by mobilizing our talented faculty and students, the latter who learn key innovation literacy skills. This is our hedge on our future innovation capacity. Not only do we help Canadian companies become more innovative and get products to market, but we are future-proofing the work force by instilling innovation literacy in our graduates. Innovation is a social activity, and it requires communication - about the needs of the market, and the sources for solutions for these needs, including the application of science and technology (applied research).

The Jenkins Panel recently reported on business investment in R&D (BERD), and the CCA expert panel on the State of Science and Technology in Canada which I am part of is reporting in 2012 on public sector R&D (HERD and GOVERD). Many have pointed out that there have been numerous expert panels and reports on why Canada lags in innovation and what can be done about it. The time for action is now. A recent report indicates that at least one of the Jenkins Panel recommendations may be enacted as soon as this coming year. We can go further and implement innovation vouchers for companies wishing to partner with a college or university to do applied research - this idea was presented by Polytechnics Canada recently as one way to let the market decide how to access innovation support services from the public post-secondary education system. The recent extension of the ARC Initiative by FedDev is another way to get companies innovating in partnership with training the talent for the innovation economy.

It is incumbent on all of us involved in supporting, sponsoring and spending on business innovation to work together to catalyze our collective efforts. To not move forward is to continue tilting at the innovation windmill.

Just what is productivity, and why does it matter?

Kevin Lynch and Munir Sheikh outline a prescription for fixing Canada's innovation woes in an op-ed in today's Globe and Mail. The piece is a shortened version of their recent article in the Policy Options September 2011 edition on "Innovation Nation." Their premise is a good one: "Innovation can be thought of as the process by which successful firms understand this dynamic [constant change in world markets], change, adapt and modify their products, processes or concepts of markets to take advantage of the changing environment" (p.1). Low business spending on R&D accounts for our low productivity and that "productivity growth is the dividend produced by innovation" (p.2). Importantly, they also posit "the crucial point that productivity growth is as much a social issue as an economic one because it defines our aggregate living standards" (p.2). There is also a weak understanding in firms of how productivity is measured and impacts firm performance: "The challenge with multifactor productivity as an explanatory framework is that no firms sit down and establish a multifactor productivity strategy; they have no idea what it is" (p. 4). Indeed, research done at George Brown College shows a very weak understanding in local firms of the relationship between productivity and innovation.

All of this is not news, but Lynch and Sheikh do point out that we need to foster better upstream investment in R&D rather than downstream tax incentives. More direct support for innovation in firms rather than tax incentives after the fact is a better way to incentivize firms to spend on R&D. This is precisely the point of the College and Community Innovation Program, administered by NSERC, that is funding college applied research efforts. The CCIP is showing positive effects in prompting R&D investment in firms who partner with colleges and polytechnics to address innovation gaps and needs. Applied research conducted in concert with student learning gives our students innovation literacy and entrepreneurship skills. The CCIP is a small but positive step in the direction of fostering greater firm-level innovation and R&D spending. Analysis and evaluation of the program's effects and effectiveness will lead to fine tuning and iterative improvements. But certainly in George Brown College's experience we have enjoyed positive interactions with industry partners who access faculty and students in an effort to get new products and processes to market. With college applied research accounting for about 1.5% of total public investment in R&D, this is an excellent return on investment. It is also an excellent return on Innovation that increases industry R&D spending and our collective capacity to innovate, leading to improved social and economic productivity.

George Brown College supports emergency preparedness with Tenet and Bridgepoint

Our School of Emergency Management has been involved in supporting the project. The project has been funded through the NSERC College and Community Innovation Program and CONII.

Research lands at MaRS: GBC there with Tenet Computing

George Brown College students and faculty presented at yesterday's launch of the MaRS Regional Innovation Centre, supporting our applied research work with Tenet Computing. George Brown College and Bridgepoint Health partnered with Tenet Computer Group Inc. to test and implement Tenet’s emergency management software. Tenet’s PINpoint™ for BlackBerry® application facilitates cooperation and coordination during emergencies by ensuring that users always have up-to-date information stored in their BlackBerry smartphones, including critical documents and contact lists. Funding for GBC's involvement is from our CCIP award.

The MaRS Regional Innovation Centre is part of the Ontario Network of Excellence - the Ontario Innovation System that support business innovation and market entry for academic inventions.

Food Research for Cancer Survivorship

Yesterday's launch of the Princess Margaret Hospital's Electronic Living Laboratory for Interdisciplinary Cancer Survivorship Research (ELLICSR) featured Chef James Smith and Chef School Graduate Sharon Booy demonstrating recipes created as part of a collaborative project GBC is working on with PMH-ELLICSR researchers. Building Recipes and Understanding Nutrition for Cancer-Survivorship Health (Project BRUNCH) has developed over 30 recipes that are simple to make and tasty, focused on making healthy eating easier for cancer survivors. The Toronto Star's story on the launch of ELLICSR has an accompanying photo of Chef Booy. Yesterday's event was very well attended, with over 200 people - patients, clinicians, staff - taking in a variety of presentations from ELLICSR partners, including the cooking demos showcasing recipes developed by the project. Project BRUNCH is part of GBC's NSERC funded program of research. This is an excellent example of how George Brown College works with community, clinical and industry partners, and mobilizes faculty and student expertise to address practical, real-world problems.

Colleges, Polytechnics and Applied Research: Notes from Budget 2010

The Federal Government's Budget 2010, while modest, shows a fairly positive outlook for applied research.

Notably, the NSERC College and Community Innovation Program gets its budget doubled and is mentioned for its contribution to innovation and industrial competitiveness. An additional $15M per year is allocated to support its expansion, doubling the program to $30M annually. This is good news for those colleges (like GBC) that are well positioned to deliver on this program. The three granting councils also got a good boost; most notable is the “$5 million per year to foster closer research collaborations between academic institutions and the private sector through NSERC’s Strategy for Partnerships and Innovation.” The SPI was announced by NSERC President Suzanne Fortier at the Polytechnics Showcase last November

There are also good programs for fostering greater links to industry R&D partners. Infrastructure funding for education and research is also good to see. Colleges are listed as core R&D assets in the country – a good evolution in keeping with the direction of the S&T Policy.

Report on College Research

The Globe and Mail's Report on Colleges came out yesterday, and contains a good article on college research. Included in the print version is a sidebar on our work with Ocorant, Inc. The Heart Monitoring Vest project is a prime example of GBC's multidisciplinary, collaborative problem solving approach to addressing industry needs. Led by Fashion Techniques professor Marsha Jorgensen, students from Fashion, Engineering Technology and Nursing have been building prototypes of the vest over the past year. The project is one of several funded under our NSERC CCIP award..

Science and Technology Showcase Highlights Value of Polytechnic Research

The Fourth Annual Polytechnics Canada Science and Technology Showcase - "Igniting Innovation" - was held last Friday at Seneca College. The event was a great success, featuring student presentations on industry applied research projects. Read the Polytechnics Canada press release to learn more about the event, including speeches by Minister of State for Science and Technology Gary Goodyear, and NSERC President Suzanne Fortier. GBC students Angella Mackey and Gita McAllister won first prize for their presentation on the Heart Monitoring Vest.

Of note is the announcement of the new NSERC CCIP winners, and the Strategic Partnerships Initiative, which is linking applied research with industry more directly, a theme picked up also by CIHR at two other conferences I attended this past week. "Connect. Collaborate. Prosper" is NSERC's partnerships tagline, and encompasses well the need for Canada to engage in more public+private partnerships that will increase social and economic productivity and foster innovation literacy in our highly qualified and skilled graduates as they enter the innovation economy.

Report on Colleges and the Polytechnics Canada Showcase

Today's Globe and Mail contains the Report on Colleges, which outlines several key advantages of college education and applied research. The latter story outlines some of the many interesting applied research stories being sponsored across the country, including through the NSERC College and Community Innovation Program. The former outlines how many university graduates, for example, go to colleges following convocation to obtain the job-ready skills for which college programs are noted - this is the principle behind innovation literacy. There is also an interview with Algonquin College president Robert Gillet on the Polytechnics Canada consortium, which is a good segue into a reminder of the annual Polytechnics Canada Science and Technology Showcase being held at Seneca College on 27 November.
The event will begin with a reception on the evening of Thursday, November 26 (from 5 to 8 pm) and continues with a full day event for Friday, November 27.

The topic of this year’s Showcase is “Igniting Innovation” and has been chosen to demonstrate how our institutions are positioning our SME partners for success, and adding to their competitive edge.

This annual event showcases winning applied research projects being conducted by the faculty and students of our member institutes; and convenes a policy discussion amongst Presidents of our institutes, industry leaders (often SME representatives), officials from government and granting agencies.
Our keynote speakers on November 27 will be:
  • Hon. Gary Goodyear, Minister of State for Science and Technology, and Member of Parliament for Cambridge, Ontario  
  • John Breakey, CEO of UNIS LUMIN and Chair, Colleges Ontario Network for Industrial Innovation’s Industry Strategy Committee
An afternoon panel discussion will focus on the important role that polytechnics and colleges play in preparing Canada’s future workforce for industry innovation, by providing students with applied research experience.

The Showcase will also feature some of the winners of the latest round of the College Community Innovation Program of NSERC.

This event is sponsored by Polytechnics Canada and attendance is open to everyone at no cost.
